If it's a backup of a backup, do you really need gigabit access, or can it be more of a trickle service at 10 or 100Mbit?

Depends on what type of telephone company you are talking about. With POTS classified as an essential service, I doubt anyone selling POTS or legally POTS-equivalent services in Canada would get away with that.

CallCentric, FPL, voip.ms, etc. are VoIP sold with few to no service guarantees since your service can get disrupted by multiple factors beyond the VoIP provider's control. Many ISPs that offer bundled and internally supported VoIP only (fully) support their VoIP service when used with ISP-provided router and ATA so they can remotely manage and troubleshoot the devices.

A smart Canadian business would host here to avoid the precipitous actions of US authorities, the expense of any actions in the US, and might be prohibited by stature or professional best practices from hosting outside Canadian jurisdiction.
