You build all your application and database and load balancing and command & control servers on one or more cloud platforms that enable you to survive downtime of any individual node or datacenter, and then you get a bunch of really cheap bandwidth in a few different locations. If one of the cheap bandwidth sources has issues, you just cut it out of the loop. You can colo a 4u box with 1 gbit unmeetered for ~$400/month with them.
