As far as I know, yes, inbound calls always go through the original CLEC/ILEC. That's because the phone numbers are assigned to CLECs/ILECs in blocks of 10000 numbers (one NPA-NXX). When a number is ported, the number is "forwarded" to a Location Routing Number which points to the new provider that services that number.
Otherwise it would be difficult or almost impossible to basically inform all telephone carriers in the world about the carrier change.
