Do you get those speeds all day or just during prime time?
If your computer is direct to your modem, are the signal levels good? Do you see any packet loss?
Is your modem a Docsis 3 modem?

They seem to be all day, I just checked again and they are about the same. They are the same even if I take my router out of the mix-brand new Airport Extreme. the modem is the Motorola Surfboard.
Don't know how to look for levels or packet loss.

Signal levels look good. I'd contact Optimum to report the slow speeds to Optimum West's support. I'm assuming they have DOCSIS 3 fully rolled out based on the lack of new posts stating people received it, so it could either be as easy as a DOCSIS 3 modem install, or it may involve quite a bit more.
