Whether public DNS service is better then ISP DNS service really depends on the ISP. In a little over ten years with AT&T (all the way back to "PacBell") I never had trouble with ISP DNS. And my current ISP, which service I've had for just over one year, seems equally reliable. However, some areas of California outside of the S.F Bay Area, and AT&T Midwest (former Ameritech) have had problems.

Drawback for OpenDNS is "redirect on error", which requires signing up an account to opt out.
