Usually in these threads, someone mentions this is just a way to hit the monthly download cap sooner.

I'm kinda proud of ya'll for not doing it this time.

ill do it....lol....bet a cap is coming for all tiers sometime in 2013.....bet we see a cap before we see an upgrade to upload speeds on D3 tiers...

Time Warner is one of the few large ISPs left without a cap for the time being. Such a comment wouldn't make much sense.

Well, they tried and it blew up in their face. I thought now that other ISPs are doing it, they were slowly phasing it in again, in a few select markets.
