I've seen that happen before on certain Core 2 CPUs (the one in mind was an E8400). Some of them have buggy on-die temperature sensors that stop reading below a certain value. In your case, it just means that the CPU is running very cool .
As for overclocking, it depends on many factors (chipset, RAM, CPU stepping, CPU power delivery, etc.). I'd say probably somewhere around 3.5 GHz at least, possibly up towards 4. -- KI6RIT
