TV Pixelates While PC is Uploading Files

I am in Michigan and have basic digital cable. One TV has a QAM tuner (not using a digital adapter). Suddenly I notice that this TV (only) pixelates and freezes when I upload files on my PC. This just started. I have not changed my house wiring at all. Does this indicate a fault in the WOW system?
