They didn't even have backup POWER, they should never have been allowed to operate a telephone company like that, but sadly there's no regulation against complete idiots running a telephone company.
CallCentric, FPL, voip.ms, etc. are VoIP sold with few to no service guarantees since your service can get disrupted by multiple factors beyond the VoIP provider's control. Many ISPs that offer bundled and internally supported VoIP only (fully) support their VoIP service when used with ISP-provided router and ATA so they can remotely manage and troubleshoot the devices.
