I think the mini 4 pin power, is to power the adapter. Which makes me think, it use a controller chip.

Exp:
IDE ----- adapter with controller chip ------ SATA
And that chip in it needs power. That's what the 4 pin is for in this case.

So you also have to connect the four-pin molex to power the drive, right?

Yes, SATA data cable + 4 pin power to that adapter.
The IDE harddrive will have the adapter plug in, and also need to have 4 pin power plug in as well.
