Why do they need to restrict applications if they are restricting the amount of data?

They caved because I am sure the FCC contacted them at some point and they were afraid if they continued the fines will be greater once the FCC does come down on them for this. Which I hope will still be the case even though the stopped.

The below pretty much says it all
