Those are work force managers... They manage everything going on in real time.. If something starts happening they will take actions to deal with it.. Anything from calling people in for extra help to shifting bodies from one queue to another to help with volume..

As a programmer I have to say that seeing pics of these kinds of open office layouts scares me. I don't find it helps you concentrate at all, heh. She also had some dental work done yesterday so I believe her entire mouth was frozen :)
