Re: router & switch management depends what you're asking. rancid is kind of the de-facto standard for large shops -- there are other tools that will work in smaller instances -- but most every large enterprise/sp will use rancid for backup.
additionally -- if you're talking about something like a provisioning system -- there are tools (like cisco works) where you can input scripts to run at given times. the same can be done using a homebrew system of perl and expect -- slapped with a php front end for web access. this would give you the two-fold value of script generation to standard, then a tie-in to expect for deployment on device.
