speed not correct for the washington site

I was having trouble downloading an update, went to DSL reports and tested my speed and it said 400k, called verizon and they had me go to another site and it said it was 2M.

Tried a few others that confirmed 2M so I then went to DSL reports to another area and it also confirmed the speed.
