from my perspective, Bell has no interest in throttling upload speed. It is highly in excess on their network and should not cause any congestion.

When I had 25/7 I had slow upload speed sometimes with some weird protocols, I couldn't explain it either. DCC & Skype file transfers were both slow.

Try different apps...
