It could be your server software too. Some ftp servers seemed to have upload speeds capped in the software.
I use FreeNAS's built in ftp server for my home file server and I have no issues downloading via ftp from my home server at full speed - from outside my home network.
However I used a couple of other windows based ftp servers that were less than stellar in terms of performance.

I've used synology server with FTP at home and also FileZilla server on my laptop. Both with same results. Instead of work internet I also tried other ISPs with same result. I have checked speed limits and they are not turned on anywhere. Synology engineers logged into my server and pointed fingers on the ISP. Everything is wired and on the local LAN there is no speed issue.
