Cable. But it might depend upon where you are. If you're not in one of the heavily congested areas around Toronto, then Cable should be a win. If you're in the Ottawa area, Cable definitely wins.
I normally get 28mbits/sec down, even during "peak periods". The 1mbit/sec uplink is the limiting factor when I'm running more complex applications though.
