If I made one it'd be HUGE.
for the layout think, Karazhan leading into Naxx (but only naxx in the general layout.)
ok so you'd have the entry as a building (like Karazhan) with multiple paths to get through it (IE 75% of the bosses would be "Optional")
but depending on which bosses you kill (or in some cases beat till friendly) as well as the order they're done in, you'd get some helpers for the next part of the raid.
floating above the building would be a thing (kinda like Naxx but round and more like it had risen from the depths of the ocean)
in this part (think of the internal layout as a cross between Naxx and Ulduar, if you entered ulduar into Yog's room)
it'd have all kinds of cool rooms for the bosses, with some mech like OS3d but diff, you could go right to the boss of any of the 5 sections (you'd have to start with the center 6th) and if you do the room boss first you have a harder fight but get more loot, and can still do the other bosses in the section if you want but they'd be amped up now that their "leader" was dead, thus they too would now give better loot.
then after clearing all 6 a dragon would spawn on the top of the raid, it would then fly your raid group to an under water part of the raid, there would be a seemingly bottomless pool next to the raid, and the dragon would dive into it taking you to a titan structure. (ok maybe you'd have to fight the dragon first to make it friendly)
the structure would still be intact (unlike ulduar) and there would be an old god unlike any before (he'd actually be aspiring to be a titan)
and another Old god would be keeping the prison secure.
you'd have all 4 elemental lords to deal with as they'd have come to secure the prision to prevent the good old one from meddling in the other's plans.
and you'd have the Highborn queen there too.
as for the mech of the bosses you'd have almost all of the mech's that have been used.
now to make it not be a 100/100 raid, it'd be broken into sections with a req to have cleared the previous section atleast once before entering.
and beside the 1st instance would be four dungeon instances that would have to be cleared once before entering the raid.
