So long as Congress abdicates its responsibility under the Constitution, the President can do virtually anything he wants, even flaunting Supreme Court rulings. Andrew Jackson famously did this in relation to a ruling in favor of certan native Americans. -- It is easier for a camel to put on a bikini than an old man to thread a needle.
