They don't insist on a drivers license or ID card when someone calls them to open a new account. Therefore, if someone's ISP account is throttled or cancelled they can simply open a new account with the same (or another) ISP under a new (fictitious) name.
In my state the big two verizon and cox both require a credit check run requiring a VALID SS number and matching name. If you open the account in person a state ID / license is required .
