The APNs are just to get data through the network. No APN means no data, but the LTE radio should still be enabled.
I tried the unlockit thing, but all it does is add the APN settings.
Yes, I've synced and restored from my backup of my iPad 2. There isn't a carrier profile for an iPad on GCI.
