If there is electromagnetic interference (EMI) radiating from the modem, placing a piece of aluminum foil between the modem and amplifier (you do not have to wrap the modem in metal) might reduce the amplitude sufficiently. The EMI might be coming from the power supply or the power cord between the power supply and modem. Moving the modem and power supply farther away and applying shielding might or might not solve the problem.
