Toliet bowl wont fill

Subaru 1-3-2-4 Premium join:2001-05-31 Greenwich, CT	Toliet bowl wont fill I notice two things, the backside of the toilet to the floor is a little poor but, flushing the water level will rise and then empty and then just stays pretty much empty.. I would guess a blockage in the line but not a full clog?

Subaru 1-3-2-4 Premium join:2001-05-31 Greenwich, CT	well it turns out the fill tube popped off which is odd since this is the 2nd time it has came off. its fine now
