I am guessing that Texas and the rest of the country with SDV will launch RLTV on December 3rd as that is the next announced date for systems. I think the cleveland OH system sent out a bad legal notice saying that RLTV was canceled as to being added and I think it was supposed to only affect Aspire as TWC NYC added RLTV today so there is not a contract issue.

RLTV is supposed to be added on 11/28 in some areas and 12/3 in others which is it? Also TWC has deals with:

Fight Now TV has been uplinked on a US TV broadcast satellite for months with no major carriages so that channel is not a surprise as it is only available in HD.

Universal Sports HD is not a shocker either. I think TWC turned a page on sports channel agreements when they added the NFL Network :)

I betting that TWC is going to focus on giving HD viewers a value with the sports package with these adds to say if you go HD you will get even more sports. I would also say that these adds would make TWC the sports leader outside of carrying all of the RSNs.

the channel changes notice rules vary by state but here in North Texas (Dallas) system we had 20 HD channels added in less than 30 days after the notice came out for the additions which had no date announced but there was two waves of about 10 channels two weeks apart and the notice fell on November 7th, 2011 and by November 30th, 2011 at 11pm we had 20 out of the 21 HD channels added which only one did not materialize thanks to GSN not authorizing the HD add because the channel went on a month to month agreement.

I know that there is a 30 day requirement of removals though and that includes digital and analog. I believe that they have to give customers a letter about analog removals but any digital channels removed can happen without letters being sent out only have to post paper notices.

You are correct I did know. Reviewing any online forums would be pointless then as who knows when they were due to add them.

I agree with you regarding the very high profile launch of the NFL Network, in some areas it was added the same day.

As a Customer Care person, I can sometimes get frustrated over communications however I know what customers are saying and there are bigger fish to fry than complaints that channel additions are delayed or not happening. I would however prefer them to show up, a little like the upgrade to the standard RR service that is happening but not posted in advance!

What about NFL Network and Red Zone? Those were added less than 12 hours after the agreement was signed. MLB Strike Zone came out of nowhere as well.

In the DBS world, channels are often uplinked and made available to employees for testing weeks before their officially launched and no one really cares. But then again, nobody ever really reads the legal notifications, so it wouldn't be an issue, right?

It's been a constant problem for three years. There can't possibly be all these unforeseen issues prior to just about ever new channel being launched. They can't learn from past experiences?

TV Guide HD, ESPN Deportes HD, the TW LA Sports Nets, PAC 12 National, the Shop Zeal channels, Gems Shopping Network and the SD feed of Disney Jr. And I'll thow beIN and beIN Espanol in there as well since they were only a week or two late. But not a single launch from 2H09 – 1H10 took place on the day it was supposed to. And only three out of the last 11 channels that were announced in my area were added.

Personally, I feel Time Warner should make sure they’re as accurate as possible as follow through with them and the event they don’t or can’t follow through, they should put a courtesy blurb in the next round of notifications to at least own up to the fact the last updates were erroneous. It’s only the professional thing to do. I can’t imagine what would happen if the company I worked for continued to post incorrect information in public media.

I understand things happen, but this is a constant problem going back at least three years. I don’t see other cable companies announcing new services only to fail to deliver on such a constant basis.

Well they won’t be added! It doesn’t take Miss Cleo and the psychic friends network to see TWs history with this stuff. Especially when it comes to niche services. The PAC 12 Regionals were originally slated to be added on 10/1, a month before Sandy. What was the excuse then? Disney Jr HD was supposed to be added in Rochester on channel 1180-something a few days after in launched, that never happened. NBA TV HD took upwards of a year and a half to be added in Roch after it was initially announced. Can’t remember a hurricane taking out equipment back then. MAV TV HD was supposed to be added in Buffalo last year that never happened. Chiller HD was supposed to be added in NYC 2 years ago, and no HD feed of that channel even exists.

And FWIW, I really have no vested interest in any of these channels, it’s just frustrating that TW continues to lie to their subscriber base and never owns up to it.

please stop saying that they probably won't be added! TWC had to deal with a hurricane and they weren't top priority on November 1st as TWC had hubs severely damaged in NYC!

Also those changes have been announced for KY SDV TWC systems so that seems to me that these changes are going to be national as the KY SDV systems don't usually get new channels.

There has only been one channel that I doubted in to be added to my TWC area and that was Halogen HD which was added.

Lincoln and Wisconsin had the same channels announced as Kansas City. Apparently there is now a separation between the western portion of the Midwest region, and the OH/Erie, PA section, which is receiving nothing.

TWC would be smart to add things in preparation for competition with Google Fiber, and there's still lots of things they could add that exist in the Northeast and Carolinas in HD. KC also only has 16 HD premiums, the Northeast region generally has 29. And remember that HBO and Cinemax are yet to be seen on Google Fiber.

It seems to me to be more a contractual reason why channels haven't been added in the Midwest region rather than bandwidth.

I would agree if I thought more than a handful of people actually read and knew there were programming notices. I understand you follow them closely and are extremely interested in them. I don't believe there is a need.

I have never really understood the requirement to give 30 days notice of adding channels, I can understand 30 days for removing them...but adding them really?
Much can change in 30 days and unfortunately that's what happens.

I know in my area there is not always a 30 day notice of an add.

I have only had 3 notices with channels to be added that did not appear.

I have very little faith in the Legal Notifications when it comes to new services. Although I was absolutely floored earlier this year and when both TV Guide HD and ESPN Deportes HD were launched on the announced dates. They should just stick to keep a list of channels that are month to month and channels that switch packages because in no way is their list of additions accurate most of the time.

Channel change notifications are done several weeks in advance (usually once a month) and published on the website. If a channel doesn't actually materialize, it is usually because of a technical snafu. Sometimes needed equipment does not reach the local cable office in time, there is something wrong with the equipment or a descrambler issue, or there is some other technical problem holding things up.

In my experience, these channels always eventually show up, if just a few days late. Cable companies also have to issue dire warnings that channel disruptions may occur... if a programming renewal contract cannot be worked out in time. Most of the time, it turns out to be a non-issue.

TWC does notices twice a month. Also TWC has become lax on their notices not actually showing info that needs to be posted. Example austin texas and waco texas are losing 3-4 analogs next month to make room for DTA's and 8 channel DOCSIS bonding yet the changes are supposed to be done on december 19th yet they didn't give a 30 day notice in the paper only through mailers.

Where did you get the new channel additions? When TWC redid the websites nationally, the "Channel Changes" section is now gone here in Wisconsin. Or did they send a notice in the mail?

the changes page has been moved to under the "regulatory" tab at the bottom of main TWC page they will pop up with your division automatically and you can see all of the ohio, wisconsin, pennsylvania, Missouri, and Nebraska changes on that page. :)

anon posted : The only channels that were added to TWC in WNY were bein, bein-HD, bein-Spanish, bein-HD Spanish. The other channels as listed were never added on Nov. 1, 2012. The PAC 12 stations were originally suppose to debut on October 1, 2012.

The previously announced launch of the following Pac-12 services will now occur on November 1, 2012 and will launch on the following channel positions: Pac-12 Los Angeles on ch. 370, Pac-12 Los Angeles HD on ch. 390, Pac-12 Arizona on ch. 371, Pac-12 Arizona HD on ch. 391, Pac-12 Washington on ch. 372, Pac-12 Washington HD on ch. 392, Pac-12 Oregon on ch. 373, Pac-12 Oregon HD on ch. 393, Pac-12 Mountain on ch. 374, Pac-12 Mountain HD on ch. 394, Pac-12 Bay Area on ch. 375 and Pac-12 Bay Area HD on ch. 395.

Also on that date, we will launch the following services: NESN on ch. 193, NESN HD on ch. 447, World Fishing Network on ch. 194, World Fishing Network HD on ch. 448, beIN Sports on ch. 449, beIN Sports HD on ch. 429, beIN Sports en Español on ch. 450 and 841 and beIN Sports en Español HD on ch. 430. NESN, NESN HD, World Fishing Network, World Fishing Network HD, beIN Sports and beIN Sports HD will be part of our Sports Pass offering, while beIN Sports en Español and beIN Sports en Español HD will be part of our DTV en Español and El Paquetazo offerings.

Just hoping these don't disappear like MAV-TV-HD, Fox Sports Carolina, Fox Sports South and Fox Sports West like they did in 2010.

Steve Mehs posted : The Legal Notifications have been updated on 11/7. The PAC 12s, NESN and WFN are no longer listed. My next door neighbor was excited when I told him both beIN and WFN would be getting added. I guess they’ve been forgotten about. I will never understand why this is a constant problem with Time Warner. They announce new channels and then either don’t add them ever, or add them months and months later. And in some cases in some areas, they announce channels they don’t even exist. (NYC with Chiller HD and the then Sleuth HD)

beIN sport and beIN sport espanol were added in all of the systems on the eastern seaboard that have SDV so now Texas and the east coast systems have beIN sport.

surprisingly beIN Sport and beIN deportes have been added to systems that are not in the northeast today on TWC and Brighthouse in SD and HD.

Satch posted : Best guess is that Hurricane Sandy damaged major equipment and the power company crews have to do all the clean-up and than give TWC the green light to do repairs of their own. In later weeks, once they have divisions and nodes stabilized, the stations will probably be added.

PS. Statement from FCC that commercial power restoration has been the biggest obstacle in the wake of the storm. It says those without cable services are down from 25% to 20%:
