[BC] Myster Goverment Server?

I was just looking up some servers I traced back to a local library and stumbled upon a server. jbq01.prd.cira.ca It seems to be live and I can seem to ping it but it doesn't make sense to me. Is this some kind of government server? Has something expanded too far? Just wondering what is it?

I can't ping it. Also, it's on RFC1918 IP space, so I *shouldn't* be able to ping it, unless I was using that specific IP address within my own private NATd network at home.

It appears to be one of their internal server's (not directly accessible by the public)

Split DNS shouldn't be resolving it, but it is...
