Without being jailbroken no.
Even if you were jailbroken it cant be a repeater. It could share its 3G connection if it's not a wifi only ipad, but no, no repeater options

no tethering between wifi and bt?

If both were jailbroken it could possibly be done that way, but there's no jailbreak for the iphone 5 yet (public that is), and there is no jailbreak for A5 devices on 6.x.x so its kind of moot since there is no eta for when either jailbreak will release

Whose 4G are you relying on? You do know you can get an Ipad with 4G from Verizon and use their service while your phone remains on 4G ATT? I mix and match providers all the time so it can benefit me most.

That's something worth considering but how exactly do you think they will test it to determine if it's defective? My guess is that if the iPhone connects to their hotspot they'll call it good and send me on my way...

Also, I didn't have this problem with my iPhone 4.

And for whatever it might be worth, my connection at home is very good but I do notice the bars dropping and climbing even when the iPhone is just sitting there; my iPhone 4 was always all bars all the time when it was connected to the nearest access point (I have two).

Sounds like your work Wi-Fi is on the 5GHz band which the iPhone does not have a radio for.

Sorry, I do not know the answer to your question.

Edit - I am wrong. After I double checked I see the 5GHz Wi-Fi radio was added to the IPhone 5 (it's not in any previous iPhone). I have read it can take a little longer to find a 5GHz signal.
