I don't think this news article changes much. Determined pirates will continue to pirate, most of them already use VPN's, proxies and/or other means to stay our of copyright police cross-hairs. Those who buy stuff legitimately will probably think "Oh my, if I did pirate, this could have happened to me!" But that's like preaching to the choir. A few noob pirates would probably think twice before torrenting stuff though.
