If you get a 3/4G iPad with a data plan it comes with the ability to turn your device into a hotspot. I don't know if you want to spend the $20-30 bucks on a data plan for a 3G/4G iPad but that is one option.

Whose 4G are you relying on? You do know you can get an Ipad with 4G from Verizon and use their service while your phone remains on 4G ATT? I mix and match providers all the time so it can benefit me most.

Okay folks, getting another iPad with cell service is not an option under consideration, and if it was, I would know how to go about it.

The original question has been answered: no, I can't use my iPad 2 as a wifi repeater to resolve my iPhone's wifi issue.
