That's very far from the case here; the incumbents like Bell or Rogers think 2GB per month is an incredibly generous data allocation, and 6GB per month is like some sort of inexhaustible well of bits.
I don't think they think it's generous at all, it's just what they can get away with in a colluded market with a captured regulator.
As in just enough for CRTC not to intervene.
