Okay, so... why not a system that has a fixed rate for a 'block of channels', but the subscriber gets to choose the individual channels they receive?
Say, sub1 and sub2 both sign up for a "50 channel special". Sub1 prefers sports, so the bulk of their channel choices would be your ESPN's and Fox Sports's. Sub2 has the same special, but prefers news and movies, so their channel choices have from CNN to AMC, and maybe even HBO. The per-channel price is then set to a median of what the aggregate average of channels cost. But the subscriber gets free reign of which channels they are granted access to.
