I have been noticing a similar issue and it seems to be an issue with peering to level3. A lot of it seems to have started after Sandy hit NY/NJ so I suspect they are forcing a lot of traffic onto fewer lines in other areas and not bothering to tell anyone how bad there network is damaged from the storm or when it will be fixed. I also have 4 tickets open with Verizon Business for my work connections dealing with the same problem and thus far no response to any of them other then they are investigating.
Also alter.net is Verizon they just never bother to update the DNS records to reflect that.
