When it comes to text, it uses the coms channel, so the infrastructure is already there and in use anyway.
Umm, some amount of additional infrastructure is required, as are peering agreements with other telco providers. Text messages have a non-zero cost. It's admittedly a very small cost, but it's a cost nonetheless.
