[DSL] Considering to switch from DSL6 to 10 or 25 but i got a fe

When I called in yesterday I was told that any changes to my plan requires technician to come out and install fiber @ $95 plus a $25 speed change fee.

What I want to know is what does this all entail. I live in apartment so do they only need access inside my unit or will they need access to the wiring room for the building? What in this setup is actually fiber? Will I need a new modem, if so what type? How is the wiring going to work?
