If just looking to dial 911 in an emergency any phone will do even without an active plane. Someone may want to chime in on this. I read somewhere that all cells are required to have 911 active even with no service and/or locked.
An old analog cell phone from the early 90s might not work very well, however, as I'm not sure how many towers still support AMPS and similar analog technology
