Yes, as long as you contact Bruce Telecom first (as you said).

CCTS is a non-governmental group, but Bruce does participate. It will get their attention.

[If] it turns out to be a CRTC matter instead, CCTS would tell you.

I would guess that this just hasn't come up very often for Bruce....
