A problem with relying upon evaluation of privacy policies for a rating is that such policies can be changed instantly and unilaterally, at the whim of the issuer or upon the sale/merger of the company. Also, the implications of seemingly minor changes down in a policy's fine details aren't always apparent until some time after they've been made.
