[Connectivity] "The connection was reset" error

Periodically on my Windows 7 machine, there will be multiple websites that either give me a "connection was reset" error (in Firefox) or "the webpage is not available" error in Chrome or fail to load correctly (come up as text with no pictures). Sometimes (mostly on Ebay) the page looks normal but the pictures don't load.

I know it's not my router or modem because the same pages load correctly on my tablet. I have the same problem when using a wired or a wireless connection. Eventually things return to normal and a warm start usually fixes the problem.

Wondering what software or hardware (in the computer) could cause this. Ideas?
