No, throttling wouldn't happen at the modem. People could just use their own modems and circumvent it.

Hmmmmm. Anyone else have this?

Firmware Version: FAST2864_v6740S
Rescue Version: FAST2864_v76398

telnet 192.168.2.1
Connecting To 192.168.2.1...Could not open connection to the host, on port 23: Connect failed

Any ideas?
Did they change the port or block it?
