It's Rogers' (or Cogeco/Videotron/Shaw) responsibility to pass them on to you. However, they're not doing it. Since 1.0.6.1 is "good enough" and works fine, they won't bother pushing any further updates unless something changes on their network that breaks compatibility with the SB6120.
Now that (in particular) Rogers' network upgrading spree is coming to a close in Ontario/GTA (at least for the time being), there likely aren't going to be many changes again to their network for some time. The chances of getting another firmware update for the SB6120 from Rogers any time soon is very unlikely. Because you won't need one.
Rogers has rarely upgraded the firmware on any other modems, either. Again, unless they were forced to because they made changes to their network that caused problems for customers. |

The only reason the firmware was upgraded was to better deal with upstream channel bonding. Although upstream channel bonding was part of the DOCSIS 3.0 spec it was found that a few of the modems on the market had issues dealing with the feature when it was rolled out in the "real world" so vendors had to fix some bugs to ensure the firmware was more robust. |
