I had a similar problem years ago. Didn't hear a hum on the phone line though, just a lot of static. Water was getting inside the junction box (the one that was attached to my house) because the casing was damaged. Next time there is heavy rain, you may want to go and check that box yourself. The cover should just lift off. Make sure the connections are dry.
