Bring your own smartphone, data plan required?

So I'm maybe planning on buying someone a smartphone for the holidays (no contract, phone only). Will one be required to get a data plan? WiFi access should be fine for them they said.

I know the carrier subsidized phones require data plans.

My understanding is yes Verizon will require you to have a data plan when you activate a smartphone. Not the case for ATT and TM since all you need to do is insert a SIM card to activate.

With AT&T however, if you insert your sim card into a smart phone and use it on their network, when they detect that you are using a smart phone, they will automatically apply a data plan to your account.
