Assuming Verizon wanted to let you get rid of it, they'd have to create a ROM with that software removed and then push it out. About the only way you'll see that is if there's an update coming out anyway at some point in the future. If you have an older device with no pending updates, you're likely out of luck.
Actually Verizon has already stated the app store app will be removed so why wouldn't v-cast app be removed
