signal levels ok?

I'm getting cable activated in a week but my signal levels are changing every day the downstream jumps between -2 db to +1 every day for some strange reason also the upstream power seems really low (i have one two port splitter)

A low upstream power is a GOOD thing. It means your modem doesn't have to shout loudly to be heard at the head end.

A 3 dBmV signal level change isn't a problem unless you are experiencing other symptoms.

I was thinking that too (about the low level) but I always saw minimus of 37db so it kind of confused me especially as I usually had near perfect DS levels

That's typical, not minimum. For upstream what matters far more is if it's too high ... You can only shout so loud! The other thing that matters is the SNR (signal to noise ratio) ... which is "the higher the better" ... a low SNR means you're shouting across a field of people all talking
