In this regulation free world, a broadband ISP's can meter customers usage without defining what is being metered. When customers meter indicates that they have downloaded and uploaded data when the customer is away from home and their modem is off means that the metering system is fraudulent. Do not expect relief from your government which has been bought and paid for by the ISP's.
