Outbound SMTP (port 25)

Does AT&T West block outbound port 25?

can anyone test the following 2 IP's?

216.55.149.53 Port 25
198.171.239.253 Port 25

I appreciate your help we are trying to resolve a support issue for some customers that is causing a lot of issues and we need to find out specifically what if any SMTP servers are blocked.

AT&t has blocked outbound 25 for years.
