well in a legal way he makes sense though. Someone using a copyrighted tune in say a Youtube video is not doing it to steal the music.

More likely its that they want to reduce the legal burden of the court system that is being choked with someone downloading a single movie or sending notices to Youtube because someone posted a clip from the Simpsons.

I disagree. I'm not a lawyer but I believe that there's "fair use" in the copyright law to cover situations like you suggested. Using a copyrighted work. in full and without permission, is stealing IMO.
