Are you sure its set to the highest quality? Netflix defaults it to a low quality. You have to manually log in to your account via their website and change the setting to high quality (or HD.. I can't remember what it's called). I've run into alot of people that didn't realize this, because you can't access the setting on devices, only on the website.
Anecdotally I've seen you help a few people out with this advice..
