I'd do loose fill but I'd add a 6mil vapor barrier onto the stinger riser area for the first riser then install the riser. Next I'd fill the cavity with loose fill then cover the stinger tread area and install a tread. I'd do that starting at the bottom all the way up to the top. Then you'll have as much insulation as possible plus a vapor barrier.
