I'd doubt highly they're willing to suffer the inevitable customer service backlash simply to lower a cap they have no intention of enforcing. My guess is the next step is a monitoring tool and then a big stick for those exceeding the cap.

They should ask Shaw how their monitoring efforts are going. A year later and Shaw still hasn't rolled out its hard caps.

I will tell you, as a former Telus customer, they most definitely do enforce their limits. They threatened to shut down my account when I went over so I switched to a different company.
