Steam Throttling ???

I pay for a 3mb/s connection, When I run a speedtest, I appear to be getting 2.9mb/s which I am happy with. However, whenever I have to download something from Steam the speed drops down to about .4. It took about 12 hours to download 11 gig game, and about 4 hours to download a 3 gig update. Any ideas?

Whenever I download a game or an update through Steam it usually downloads at around 330-350 KB/s which is not quite full speed on my 3 mbps line. It usually downloads around 1 GB per hour. Maybe you could try changing which server you connect to in Steam through the settings...downloads & cloud tab.

I have never known AT&T (and SBC before the merger-mania) to throttle connections. I have had to apply judicious QoS on torrents due to issues related to ACK packet conflicts. 90% of the "throttling" problems raised in various threads in the DSLR forums seem to be due to bandwidth saturation which can be controlled via QoS.
