USG20 ignoring ARP but still forwarding it!?!

I have LAN1 on P2, P3, and P4. P2 and P3 have devices on them.

A device on P2 sends an ARP "who has 192.168.0.1" This address actually belongs to the USG. The USG forwards the request out of P3, but the USG fails to answer the request.

What could be a reason for the USG to forward the request without answering it??

My best guess is that it has a VLAN tag. But its definitely not supposed to. The port the USG is connected to on the switch is an untagged port. So packets leaving should not be tagged.
